MOVING TOWARDS IMPACT

As a catalytic platform, FAN’s results are emerging as FAN member country financing action plans move from design to implementation and scale. Early progress indicates strong foundations in four areas:

  • Increasing country capacity to design and implement financing strategies 
  • Strengthening coordination across sectors and partners 
  • Expanding development of evidence for decision-making 
  • Early shifts in policy dialogue and financing priorities 

FAN is strengthening its approach to results measurement, with a focus on capturing system-level changes and developing methods to better understand longer-term population-level impact.

FAN's contribution to global progress

Country Progress 

Early evidence suggests that FAN is contributing to changes in how countries approach NCD financing, particularly in strengthening engagement with ministries of finance, improving the availability and use of data for decision-making, and embedding NCDs more systematically within broader health system strengthening efforts.

 

Key areas of country-level progress include:

  • Development of multisectoral NCD strategies and investment cases 
  • Strengthened expenditure tracking and NCD financing data systems 
  • Greater integration of NCDs within UHC and national health strategies 
  • Advancing fiscal and policy measures, including health taxes and resource mobilization initiatives

Country Case study: Kenya

Kenya is at a pivotal moment, with health financing reforms opening new opportunities to better address the growing burden of noncommunicable diseases. In a short period, FAN support has helped shift how Kenya approaches NCD financing—strengthening coordination, building technical engagement, and introducing mechanisms supporting domestic resource mobilization.
