The Financing Accelerator Network for NCDs (FAN) is a transformative initiative established via a new technical partnership between Access Accelerated and the World Bank, in close cooperation with Results for Development (R4D), to build a growing coalition of global and local organizations in support of improving sustainable financing for noncommunicable diseases (NCDs) in low- and middle-income countries (LMICs). 

NCDs include cancer, diabetes, cardiovascular and chronic respiratory diseases, and mental and neurological disorders.

The initiative is formed of a network of demand-driven, regionally hosted NCD Financing Accelerators, providing (1) regional expertise, data, and on-demand technical support, (2) cross-country learning, and (3) catalytic seed funding to support programs strengthening health financing for NCDs. The first regional NCD Financing Accelerator has been launched in Sub-Saharan Africa, hosted by the African Institute for Development Policy (AFIDEP), with additional accelerators planned for Latin America & the Caribbean in 2025 and the Asia-Pacific region in 2026.

NCDs present a significant health and economic burden, particularly in LMICs where healthcare systems often face chronic resource and funding shortfalls.

  • Globally, 41 million people die from NCDs every year. 
  • 77% of NCD-related deaths occur in LMICs. 
  • NCDs are projected to cost USD47 trillion in healthcare expenditure and lost productivity between 2010 and 2030.

Despite this reality, NCDs remain vastly underfunded, capturing less than 2% of global health development assistance. Countries facing this burden often lack the essential resources, capacity, and support needed to effectively close the financing gap, which undermines their ability to respond to the NCD challenge, threatening individual health and national progress.

FAN addresses these challenges by bringing together the public, private, and development sectors to foster innovative, locally driven, and sustainable solutions that support countries in financing their NCD response through universal health coverage (UHC) and primary healthcare (PHC) approaches. 

FAN was launched in 2024 in response to the persistent underfunding of NCD interventions in LMICs. Although NCDs account for 74% of global deaths, NCD financing has remained at less than 2% of development assistance for health over the past two decades. Stakeholder consultations highlighted gaps in local expertise, capacity, and external support, which FAN aims to address. 

The technical partnership builds on the past Access Accelerated-World Bank collaboration dating back to 2017, which helped LMICs improve access to and catalyze funding for quality NCD prevention and care programs. The new initiative, FAN, aligns with and will support the World Bank’s goal to provide quality health services to 1.5 billion people by 2030 as well as Access Accelerated’s mission to drive scalable, sustainable progress on NCDs as part of UHC.

The regional NCD Financing Accelerators focus on three interconnected areas of action: 

  • Regional expertise, data, and on-demand technical support
  • Cross-country learning
  • Catalytic seed funding for health financing for NCDs programs  

Countries and stakeholders who are interested in engaging with FAN can contact their region’s Accelerator to discuss priorities, needs, and opportunities to engage in learning exchanges, the development of knowledge products, and/or apply for country NCD financing program seed funding. 

Starting in 2025, local initiatives and programs with strong potential to impact health financing for NCDs can apply for seed funding. These funds will support or create health financing components within existing programs. 

FAN is governed by a Steering Committee composed of senior representatives from Access Accelerated and the World Bank. A Technical Advisory Group, which includes country and regional representatives, technical experts, and funding partners, provides additional guidance and support. 

A regional approach allows FAN to develop tailored solutions for shared challenges across countries in a given region. It promotes local leadership, fosters data-driven solutions, and supports context-specific responses to NCD financing needs. This approach also ensures that regional NCD Financing Accelerators bring strong familiarity with the unique strengths, challenges, and needs of a given region so that countries and other stakeholders can receive the most relevant and effective guidance.
