The Financing Accelerator Network for NCDs engages, unites, and mobilizes country-level stakeholders under a powerful shared commitment to explore and harness every possible avenue to strengthen sustainable health financing for NCDs.

How membership works

Each Country Member designates a small Country Core Group, which is tasked with leading the Country Member’s collaboration with FAN. These groups bring together key country-level stakeholders responsible for policymaking, program design and implementation, evidence generation, and systems-level change, and may include individuals from government, non-profits, private sector organizations, policy research institutions, and civil society organizations.

Driven by real-world country needs and demand
Country Core Groups leverage existing stakeholder coordination platforms for health system financing for NCDs; where none exist, they may establish their own with the support of the regional NCD Financing Accelerator. Country Core Groups foster country-level collaboration, ensure that FAN’s activities are aligned with country needs and priorities, and facilitate the co-creation of FAN’s agenda.

Benefits of becoming a FAN Country Member

Members help shape FAN’s technical priorities, future direction, and funding decisions.

One to two representatives can receive sponsorship to attend in-person FAN Forum events.

Representatives can request rapid technical support on health financing topics from their regional NCD Financing Accelerator.

Representatives are able to forge valuable new connections with experts and peers.

Representatives have opportunities to enhance their health system and NCD financing skills through FAN’s learning initiatives.

Country Members are able to apply to the FAN Fund for catalytic funding to support innovative NCD financing solutions.

Country Members can showcase their successes on the world stage by contributing to case studies, blogs, webinars, reports, and other FAN publications.

Roles of Country Groups

Attend annual strategic meetings
Country Core Groups meet with FAN’s regional NCD Financing Accelerator to discuss national priorities, learning needs, and progress in implementing FAN-supported strategies and initiatives.

Participate in FAN Forum events
Groups represent their countries at in-person FAN Forum events and convene post-event meetings to share insights, formulate action plans, and implement key learnings.

Implement and advocate
Groups adapt and implement FAN knowledge, learnings, and recommendations by engaging decision-makers, conducting advocacy, and mobilizing financial, human, and technical resources.

Co-create knowledge products
Groups contribute to the development of FAN knowledge tools aligned with country learning priorities, such as case studies, blogs, costing tools, and technical working groups.

Disseminate FAN resources
Groups share technical resources, updates, and learning opportunities country-wide.

Country Member selection criteria

Country Members must be committed to strengthening financing for NCDs and meet the following criteria:

Have existing policies, guidelines, and strategies that demonstrate NCDs are a national priority.

Have significant government budget allocations and expenditures on NCDs, reflecting commitment to expanding access and quality of care.

Align with at least one of FAN’s upcoming learning priorities, ensuring active and engaged participation.

The applying country’s Ministry of Health must be involved in the application process.

Other participating stakeholders should have the authority and networks to drive broader national engagement.

FAN may prioritize countries with active World Bank or other partner-funded projects to maximize impact on major health investments.
