Catalytic seed funding to advance health financing programs for NCDs

The FAN Fund offers early-stage, catalytic support to regional or country-led efforts that can strengthen health financing for noncommunicable diseases (NCDs). These grants help test new ideas, develop policies and programs, introduce or expand financing components within existing efforts, and lay the groundwork for broader scale-up.

Funding is directed to initiatives that can demonstrate a measurable contribution to stronger policymaking, more effective mobilization of resources for NCDs, and better use of available resources. Projects focus on targeted, action-oriented outputs that address gaps in current programs or introduce new financing approaches.

Projects for Impact

Each proposal is co-developed with member countries, ensuring initiatives respond directly to national priorities. Supported initiatives are:

Catalytic: able to stimulate policy movement on NCD financing
Innovative: brings creative and novel approaches, perspectives, evidence, or partnerships to long-standing challenges
Timely: deliverables and activities that are aligned with country objectives and priorities
