Noncommunicable diseases (NCDs) are now responsible for eight of the ten leading causes of death across Sub-Saharan Africa. Yet health financing systems are under acute pressure—leaving individuals to pay nearly 60% of NCD-related health costs out of pocket.
A new report from the Financing Accelerator Network for NCDs (FAN)—Health Financing for Noncommunicable Diseases: Landscape Analysis of Practices and Challenges in the Sub-Saharan Africa Region—offers a grounded look at how countries can better mobilize, allocate, and manage financing for NCDs. Led by host of FAN's regional accelerator, the African Institute for Development Policy (AFIDEP) and supported by Network Manager, Results for Development (R4D), the study combines policy analysis, expert consultations, and case studies from six countries: Botswana, Ghana, Kenya, Rwanda, Senegal, and South Africa.
The report identifies practical opportunities—from expanding access to insurance and aligning payment systems with outcomes, to improving procurement and leveraging health taxes. It also emphasizes the importance of strengthening the broader financing system to ensure resources are used efficiently, equitably, and sustainably.
The findings from the report will help shape a clear roadmap for FAN’s regional support, guiding the development and delivery of targeted, sustainable solutions that maximize impact on the ground.
