Financing NCDs for Impact: Country Evidence, Experience & Progress

In 2025, UN Member States adopted a new Political Declaration on the prevention and control of noncommunicable diseases (NCDs) and the promotion of mental health and wellbeing, reaffirming NCDs as a major global health and development challenge and highlighting sustainable health financing as essential to achieving the health-related targets of the Sustainable Development Goals. This momentum continues in 2026 with the third International Dialogue on Sustainable Financing for NCDs and Mental Health, to be held in September in Manila. Despite renewed commitment, many low- and middle-income countries (LMICs) continue to face constrained fiscal space, high out-of-pocket spending, and fragmented financing for NCD prevention, diagnosis, and care.

Held on the margins of the Seventy-Ninth World Health Assembly, this side event convened by Access Accelerated and partners, the Coalition for Access to Medicines and Products (Coalition), the Financing Accelerator Network for NCDs (FAN), PATH, Sanofi, and UCB, will highlight country efforts to close the NCD financing gap and expand access to essential medicines and health products. The discussion will explore how priorities identified by countries are being advanced through the FAN and the Coalition, drawing on recent analysis, country assessments, and implementation experience to offer a consolidated view of shared challenges, points of convergence, and emerging opportunities across regions.
